38 floors above ground, 160 meters high. As far as structures go, this is the closest point to the sky in all of Hokkaido. From here, you can take in landmarks and cityscape like Moerenuma Park, Hokkaido University, the Sapporo TV Tower, and Sapporo Dome, as well as far-off sights reaching all the way to Otaru, Ishikari Bay New Port, Mt. Yubari, and Mt. Eniwa. Even amid Sapporo’s densely packed high-rises, it stands in a class of its own for presence and openness.

Step into the elevator on the 6th floor, and as you approach the 38th floor, the lighting subtly dims, building anticipation. Facing the 360-degree panorama, you'll hear the excited voices of children and tourists alike. Taking in the view from a vantage point roughly ten times higher than everyday life gives a real sense of Sapporo's scale — a city spanning 1,121 square kilometers. The "View Restroom," built around the concept of "having overwhelming openness all to yourself," is definitely worth experiencing too.

Beyond displays of art by leading Hokkaido designers, T38 hosts the "Sora no Concert" (Sky Concert) series, now past its 250th installment, along with "Sora no Tenji" (Sky Exhibition) and other programs — the appeal of T38 goes well beyond the view alone. At "T'SHOP," you can browse for original T38 goods, and at "T'CAFE," unwind with coffee or a cocktail — it's easy to end up lingering long after you've made your first round. Chairs are set by the windows, where you'll often spot people reading or chatting.

Look down, and you'll see Sapporo's unpretentious everyday life — people moving between buildings, a line of waiting taxis. The scenery under bright midday light, and the gradual fading of color at dusk, are both equally mesmerizing. As the clock moves further, lights flicker on inside the buildings, and the glow of streetlights and car headlights strings together into a night view. All these elements, intertwined, continuously reshape the city's expression moment by moment. Head up to 160 meters between errands or on your way home from work — waiting there is the ever-changing "now" of a city that never stops moving.
